In “The Program of Education Reformation and Development in China” distributed by the Center of CCP and the State Department, and related documents, the spirit of the “211 Project” is presented as follows: facing the challenge of the world new technology revolution in the 21st century, central and local attentions must be focused on the establishment of about 100 universities and a number of key subjects and departments by stages and by groups so that they would achieve great progresses in educational qualities, scientific researches, administrative levels, and benefits till around the year of 2000, shooting at world top-ranking level, or almost the level in early 21st century.
In short, the spirit can be summarized as “facing the 21st century, and stressing the establishment of nearly 100 universities and a number of key subjects”.
